Proposal for discussion · November 2026

NOVA Training Platform & AI Scenario Practice

A proposed partnership roadmap bringing AI scenario practice and an AI-assisted course builder to NOVA's training programme on JustLearn.

Prepared for
National Organization for Victim Advocacy
Prepared by
NECX Inc.
Indicative duration
8 to 10 months, phased

This proposal is based on our conversation of October 29, 2026. Nothing in it is final or binding — every phase, timeline and deliverable is a starting point for NOVA to edit, reorder, resize, or remove.

01 · Executive summary

Two new capabilities, one step at a time

NOVA delivers training to thousands of victim advocates through its academies and Annual Training Event, with courses currently on LearnUpon. NECX proposes adding AI scenario practice for advocates, and an AI Course Builder that converts NOVA's existing materials into interactive digital courses on JustLearn.

NOVA keeps LearnUpon throughout. Each phase introduces one capability, ends with a joint review and decision point, and proceeds only when NOVA is ready. At the end, NOVA chooses — with real member data in hand — to run both side by side or migrate fully to JustLearn.

02 · The platform

JustLearn by NECX

A learning platform for victim advocates, police officers and justice stakeholders, developed through the EU-funded IMPACT project with Victim Support Europe — where more than 300 students have trained across five courses.

AI Scenario Builder

Realistic, voice-powered practice scenarios for trauma-informed communication training.

AI Course Builder

Builds full courses — lessons, exercises and assessments — from documents, presentations and web links.

Learner analytics

Completion tracking and usage reporting across every course and cohort.

NACP-ready certificates

Complete date, full course title, CE hours and participant name, formatted for NACP renewal.

03 · Demo

AI Course Builder in action

A recorded walkthrough of the AI Course Builder turning source materials into a complete course with lessons, exercises and assessments.

05 · Guiding principles

How we propose to work

LearnUpon stays

It remains live and untouched as the system of record until NOVA decides otherwise.

One step at a time

Each phase has a defined scope, a joint review, and an explicit decision point.

Faculty first

Every scenario and course is approved by NOVA faculty before a learner sees it.

Fictional scenarios only

No real survivor data is used anywhere in the platform, at any phase.

AI assists, faculty decide

AI drafts, builds and checks. It does not publish or replace faculty judgment.

NOVA controls the pace

NOVA may pause, extend, or stop the programme at any decision point.

06 · Implementation roadmap

Four phases, each with a decision point

Phase 1
Phase 2
Phase 3
Phase 4

Phase 1. AI Scenario Practice, launched from LearnUpon

Months 1–2

No integration build required. A redirect link inside LearnUpon takes members to the AI Scenario Builder on JustLearn — one click from the courses they already take.

Objective
Members begin using AI scenario practice and NOVA collects real usage evidence, with zero disruption to LearnUpon.
Deliverables
Live scenario practice for the pilot group; pilot feedback and usage report.
NECX responsibilities
Scenario Builder environment under NOVA branding; pilot access configured; usage and completion reporting for the pilot group.
NOVA responsibilities
Redirect link added within LearnUpon; small pilot group nominated; faculty review of the initial scenario set.
Decision point: Joint review of pilot results. Proceed, adjust, or stop.

Phase 2. Digitizing the course library

Months 2–6

NECX uses the AI Course Builder to digitize NOVA's training materials — including the Google Drive document library — into interactive JustLearn courses.

Objective
Most of NOVA's catalogue exists as modern, interactive courses, built at a pace the training team controls.
Deliverables
Digitized course catalogue released in batches; progress reporting by batch.
NECX responsibilities
Digitization production in agreed batches; quality checks on every build; certificate configuration to NACP requirements.
NOVA responsibilities
Training team sets the digitization order; faculty review and approval of each course before publication.
Decision point: Review at agreed intervals; batch order and pace adjustable at any time.

Phase 3. Parallel run and the platform decision

Months 6–8

LearnUpon and JustLearn run side by side while the JustLearn environment becomes complete enough to evaluate properly.

Objective
NOVA makes its platform decision with a working system and real member data in hand.
Deliverables
Evaluation pack; written migration plan if full migration is chosen.
NECX responsibilities
Full reporting on usage, completions and feedback across both environments; migration plan if requested.
NOVA responsibilities
Evaluation against NOVA's own criteria; the platform decision itself.
Decision point: Keep both side by side, or migrate fully to JustLearn. NECX supports either path.

Phase 4. Official launch at the Annual Training Event

Months 8–10 (suggestion)

NECX suggests launching the new Training Platform with AI Scenario Practice at NOVA's Annual Training Event, in front of the membership it was built for.

Objective
A public, high-visibility launch instead of a quiet system switch.
Deliverables
Launch session at the event; onboarding campaign ready for the membership.
NECX responsibilities
Launch presentation and live demo support; member onboarding materials; exhibitor or sponsor presence, subject to agreement.
NOVA responsibilities
Confirmation that the launch fits the event agenda; scheduling and format direction.
Decision point: NOVA confirms, reshapes, or declines the conference launch. The platform can launch without it.

07 · Commercial models

Two ways to work with us

Both models cover the same platform and phased roadmap, and are broadly comparable in total cost over five years. The choice is between ownership and control, or a fully managed service with no upfront cost. All figures are open for discussion.

Model A · Full buyout

$85,000

one time

  • Your own deployed instance, configured and branded for NOVA, including Phase 1–3 setup.
  • Payment: 40% on signing, 40% on deployment, 20% on go-live acceptance.
  • NOVA owns its instance, content and data. Underlying IP remains with NECX (assignment discussable separately).
  • NOVA contracts and controls its own hosting and AI service accounts.
  • Over 50 hours of custom development included — we build out the features and customizations NOVA needs.
  • Optional maintenance: 15%/yr ($12,750) — first year introductory at 10% ($8,500). Or maintain it yourselves.

Model B · Managed licence

$2,250

per month · no upfront cost

  • NECX owns and operates the system. NOVA owns its content and data, with full export guaranteed.
  • 24-month initial term, fee locked. Afterwards, increases capped at 5% per year.
  • Up to 5,000 active learners/yr; +$400/month per additional 2,500.
  • Hosting at cost plus management fee, est. $500–$1,000/month, reconciled quarterly.
  • AI scenario practice at $2.50 per session, reported monthly. Phase 2 Course Builder usage included up to an agreed monthly batch.

Customizations, either model

$75 / hour

Written hour estimate for develop, test and deploy before any work begins, for NOVA's approval. Estimates above 20 hours invoiced 50% in advance. Under the buyout, customizations can be built and tested before purchase.

08 · Working together

Governance, success & assumptions

Governance

  • Named counterparts on each side, plus NOVA faculty reviewers and an NECX build lead.
  • Working session at each phase boundary; brief written notes between.
  • No phase begins without joint review and NOVA's confirmation.
  • Scope changes agreed in writing before work begins.

What success looks like

  • Phase 1: pilot members actively practising; faculty satisfied with quality and safety.
  • Phase 2: agreed share of catalogue digitized; certificates issuing for NACP renewal.
  • Phase 3: platform decision based on data from both systems.
  • Phase 4: launch to the full membership, onboarding underway.

Assumptions

  • LearnUpon permits an outbound link; otherwise the link is shared with the pilot group directly.
  • Faculty review capacity is available; batch sizes adjust to match.
  • Materials shared in current formats — no reformatting needed.
  • Phase 4 dates subject to the NOVA events team.

09 · Next steps

Shaped by NOVA

Open for NOVA to tailor

  • Order, size and duration of every phase — including merging or dropping phases.
  • Pilot group size and selection.
  • Digitization order for the course library.
  • End state: side by side or full migration.
  • The conference launch, its format, or an alternative moment.
  • Governance and meeting cadence.
  • The commercial model — buyout, licence, or hybrid — and its figures.
  1. 1NOVA reviews this proposal and returns edits, questions, or a revised structure.
  2. 2A short working session to agree the final shape of Phase 1.
  3. 3NECX prepares the Scenario Builder pilot environment; NOVA nominates the pilot group and faculty reviewers.
